Support cover and LOS in all version

It seems at the moment "Display cover" and LOS features only work with Gold resources. Think about supporting this in all versions of the game.
It will require redrawing some graphics since it is not possible (for legal reasons) to take files from the game resources and include into the distribution.

get the file highl3.sti from ub and copy it to your ja2-data directory:
3386 bytes: data/tilesets/0/highl3.sti
Display Cover and Line of Sight are working just fine now.

To be honest, I never liked Cover/LOS in JA2 Gold/UB. I've always had the feeling, especially cover doesn't work 100% as intended. In v1.13, these features are also present, but for the last few years, it seems like they don't even work 50% as intended. I guess, there are just way too many new aspects (CTH-related) going on, so that these two features just can't keep track of them.
Anyway, if these features should be added, they should be well documented (help - F1).
On the other hand, LOS & cover are part of the JA2-experience. So, making them available for all ressources would be a good thing.
