Hot key not working as expected

(I have edited an existing issue to make things more clear...)

We have the hotkey [esc] to leave strategic view and enter tactical view. This is a hotkey from vanilla JA2. However, when you start a new game, this hotkey won't work when you enter Arulco for the first time. The hotkey works in running campaigns, but not in the very beginning of a new campaign. I guess, there is no reason, why the hotkey shouldn't work in this situation...

This is the vanilla behavior. I think it was done on purpose, so the new player will not get confused when see the game the first time and accidentally hit Esc.

Okay. This isn't a big issue and probably not worth discussing it.

Although I have no prof at all, my guess would be that it was not done on purpose. It is a normal shortcut key like the others and I don't get it, why this key should not work in this certain situation. In my opinion it is a very inconsistent behavior and thus was probably not done on purpose.

I'm not discussing the "wontfix", just trying to express, that this issue isn't as clear as e.g. the bug with alt+o cheat not working, which was fixed recently.

I just took another look.

ESC opens the tactical screen only when there are mercs in the sector. If there is no mercs, button "Tactical" (arrow down, near the minimap) is disabled and the hotkey doesn't work.

When starting new game there is no mercs in Omerta, the button is disabled and the hotkey doesn't work.

So, as it turned out, it wasn't done on purpose, it is just consistent behaviour.
