Add ability to specify site header

When publishing to a site, I want to be able to add introduction text or possibly links to other resources. This should display at the top of the page when visiting the site.

Questions: * Should this allow something like Markdown? * Should this allow including HTML files? * Should this be configured through the publish action or through user interaction on the site?
