optional level files do not work

using optional level files fubars level downloads for people requesting only required downloads.

to reproduce: turn off optional level/graphics/sound downloads in continuum. add at least one optional level file (+ prefix) to your general:levelfiles. for greater effect, make sure your arena downloads take long enough to see how you download over 100% when you enter that arena, and will continue to download something every time you enter that arena.

confirmed for asss before 1.5.0rc1 release.
