?setcm needs -time instead of -t

?setcm is the only command that requires a full word for its switch. It requires that a full -time be specified instead of allowing -t. This is in contrast to ?lock, which allows -t.
?setcm should be modified to accept both -time and -t.

Arnk Kilo Dylie: ?setcm uses the -time X tag for a time-out, and ?lock uses the -t X tag for a time-out.
This has caused much mixing up of which uses which.
Thus, for consistency, both commands should be able to use either.

All of the commands have inconsistent syntax. ?kick is another time-based command that doesn't require a switch at all and it's in minutes instead of seconds.
