New lag module

A new lag module with a prettier ?lag, and the addition of ?packetloss and ?laghist is desired.

A new lag module should also track timer drift (in *einfo) and take appropriate measures if it exceeds certain levels.

    akd_lag should be refined and converted to a more asss-style approach and then replace lagaction and lagdata. It tracks drift, ping fluctuation, and will track packetloss better. It also provides commands to read the data its collecting (?laggraph,) and a command to summarize the lag of everyone in the zone, useful for evaluating server conditions (?laganalysis.)

    The addition of ?laghist is from bug 98 in the old bug database.

    numpf: ?laghist needs to be written. This is noted in the source, just making a bug for it. Also remember to add the cap for it to (at least) the sysop group when it's available.

    If you want the source contact me, as I'd rather not have people abuse any loop holes they can find.

    Bak: If you want it part of the distribution it needs to be GPL (open source). Showing the source will allow us to fix any loopholes that are found.

    Smong: Some parts of the distro aren't under the GPL. You can still fix any loop holes that you can find by asking for the source.

    cypherjf: Firefox is an open-source browser; however, security releated bug reports, patches are kept secret until the appropriate releases are public and a short period of time to allow system admins to update.
