Add support for more than 8 ships for use with non-continuum clients

Bak has many suggestions here: http://forums.minegoboom.com/viewtopic.php?p=80369#80369 for changes to add Discretion support to the core. Some of these changes are not feasible at present because of the heavy dependence of the core (and custom modules) on allowing exactly 8 playable ships.
