Team:DesiredTeams being overzealous

Justin Schwartz created an issue

Team:DesiredTeams not only behaves like before, it also forces people to not disband desired teams to go to non-desired teams. This is undesirable, there should be a separate setting for this behavior.

    In the scenarios I was having trouble with, the problems to have disappeared by using the latest version, 0 requiredteams, and 2 desiredteams.
