entering via esc+#/F11 seems to bypass can-change-freq check

Unconfirmed, but there is odd behavior that seems to suggest this so I'm putting it here so we don't forget about it.

The behavior seems to have been corrected based on the fact that using an enforcer that blocks you from going to freq 0, you will enter on freq 1 automatically even if you don't explicitly state it.
