Freqman gives confusing message in some cases

When entering the game, and denied entrance by enforcers, freqman responds with "No frequencies are available!", which is cryptic.

A better solution, which forwards error messages from the relevant enforcers needs to be found.

This may be fixed in Wiki macro error: Changeset f6305a3cabd3 not found.. It needs to be tested, though.
