Former user created an issue 2009-11-16

It would be advantageous for zones migrating to ASSS to have a default bot group premade in the groupdef files.

The group should include basic sysop access, with whatever extra capabilities are needed by bots. Additionally, sysops should be updated to have higher_than_bot.
