Chat:FloodLimit & Chat:ShutupTime

I cannot get Chat:FloodLimit=# or Chat:ShutupTime=# to function. It is in core.c, but when the values are added to arena.conf (or any other config file), it still uses default values. This case was true for ASSS Windows/Linux 1.4.3 - 1.5.0rc1.

Please release a patch for this. I have been able to recreate this bug with different versions on different operating systems on different machines, so it should apply to everyone.
