?recycle is a poor command name

?recycle and ?recyclearena are too similar, mistyping the latter and getting the former would be very unfortunate. Either use ?recyclezone and ?recyclearena, or ?recycle and ?recyclezone.

If I had to choose between your two proposals, then I'd go for ?recyclezone and ?recyclearena. Otherwise, you're not gaining anything, more people are familiar with "recycle" as a zone-wide restart, so you'd just get a bunch of people confused by recycling only the arena. Maybe ?restart for a zone recycle, and ?recycle for an arena would be better and avoid the need of typing long names.
