Problem setting users in Exceptions at the Global level

We need to grant perms for the Jenkins user to get around the Control Freak checks (pushing tags and version number updates, etc.), but when I set the "Exemptions" users under the Global settings and click "Save Settings" the page refreshes and the box is blank. I can do the same thing on the projects, and the settings stay.
