Unable to apply licence

Hello, We have been provided a licence from Atlassian for the commit graph plugin however we are unable to apply this licence as it states: License status:Incompatible with product license (different number of users) Could you take a look into this and let me know?
We are running the community version of stash and the licence provided is for 2000 users.

Doing some issues cleanup / bookkeeping. For this one:
It's a problem on Atlassian's side. We created AMKT-17185 to track it.
Since it's been over a year, maybe it's fixed itself by now?
