gtsam unstable, specifically partition, does not build on Visual Studio 2013

Partition code in unstable does not build correctly with VS 2013. For example it uses some GCC supported syntax such as variable defined c-arrays, but VS throws the following

Not sure if Partition will make it into 4.0 (i.e. move it from unstable to stable), but perhaps we should think about this if we have time.
