Tag for GTSAM 4.0?

Is it a good time now to make a tag for GTSAM 4.0.0? The current most recent tag is GTSAM 3.2.1, but we have move far beyond that.

One team at Qualcomm is trying to set up a dependency over our most stable version of GTSAM. An explicitly tag may be more friendly?

We are working on a 4.0 alpha release, waiting for @dellaert merging few changes. Hope this can be done in few days.
