Improve handling of lapack option dependency

PR #433 recently provided some infrastructure for linking to lapack and making use of this for serial inversion.

The genquad module already makes use of lapack routines but uses different make flags to enable this. I propose that we default to enabling genquad when lapack is available and try to unify the handling of linking lapack etc.
