Make runs reproducible by default

Following on from issue #69 we should change the default of fft_measure_plan to be .false. such that runs are reproducible by default.

Change the default of fft_measure_plan to .false.

This is to fix bug #78 and should ensure that we get reproducible runs by default. Setting to .true. could give a performance increase but may also increase initialisation cost.
