Add a version of the standard test case that uses ONE_STEP_PP
Ensure we specify that source is free-form
Set extra F90FLAGS via Makefile.local in test
Ensure build failures are reported appropriately
Also adds a small fix to ensure that jobs that fail due to problems building the code are reported to Bitbucket appropriately.
