Ensure skip message is written out during tests

This ensures that tests that are skipped report their result as “skipped”. At the moment, most only echo to screen (rather than using SKIPCOMMAND) meaning that the results aren’t written to the “results_of_test.txt” file and therefore aren’t reported in the summary of tests.
