Feature/user control netcdf sync

• Allow user to pass frequency to nc_sync

• Add nc_sync_freq input to allow user control of the nc_sync frequency

Minor increase in user control. Doesn’t appear to be a similar way to control this in the new diagnostics (possibly syncs every output step?). Can be useful for getting feedback on ongoing runs that have a large walltime between outputs.
