Feature/add test intel travis build

Adds a Travis build job using the Intel compiler provided through oneapi.

Currently this is a no dependency build as we don’t build netcdf or fftw with the intel compiler. Intel mpi is provided through oneapi hpckit as well but we don’t use this either. Due to the lack of dependencies we also don’t run pfunit tests yet (although I think we probably could).
