Change approach to creating supercell and ky sub-communicators to try to

reduce the number of communicators created and destroyed.

This uses a slightly less elegant approach to construct some of the sub-communicators. This approach is preferred as it allows us to reuse existing communicators where possible without creating and destroying communicators. This can help reduce peak communicator count and also avoids some potential resource fragmentation.
