Turn off expensive diagnostics by default

This turns off the expense velocity_space_checks and fluxes diagnostics by default. It also updates the test_gs2_diagnostics_new input files to explicitly use the flux diagnostics, and removes an obsolete namelist.

Also prevents the initialization of unused diagnostics.

This is a change to defaults, so should go into 8.1.
