Add instructions on making a release

This adds instructions on how to make a release to the Ford documentation. It also incorporates some minor infrastructure things from the more developed documentation on next.

I’ve tweaked the text on the main index page so that it makes more sense as a standalone. This will introduce a conflict with the version in next, but that should be trivial to resolve.
