Add test and docs for restarting

Pulled from #314

• Add section to manual on restarting simulations

  Include some docstrings for mentioned inputs

• Add test for restarting for old and new diagnostics

  Also checks appending works for new diagnostics

• Skip restarting test if compiled without netCDF
