Ensure max_vel initialised when dt_cfl initialised.
Pull cfl calculation out of add_nl and into add_explicit. This puts both the cfl and error based time step limit calculations next to each other.
Restructure code slightly to reduce duplication.
Add use_cfl_limit flag to enable user to disable cfl limit.
