Fix version string if exactly on tag
Fix new diagnostics not using netCDF4 file format
Diagnostics test has changed because netCDF4 can have issues with trying to read a file while another process has it open for writing
Write some metadata to netCDF files

Currently writes the GS2 version to the diagnostic netCDF files, in the same format between the old and new modules.

It would be trivial to also add it to the restart files if desired?
