unicode_literals brakes enviroment on windows on Python 2.7.3

Hi, apparently unicode_literals turns Windows envoiroment into unicode which is not supported by Popen (at least) in Python 2.7.3.

    UPDATE: hgapi 1.3.0 works fine.
