#5: Issue viewing restricted project sprint list

Restricted projects show up in the list of projects. However, there is nothing to tell the user that the project is restricted and they are not allowed to view the sprints. There is a message to show that there are no sprints in an empty project; maybe there should be a similar message telling the user that a sprint is restricted. Or maybe restricted projects should not show up in the drop down menu.

Example for testing is the "2015 FROZEN MSOE interractive lecturer"

Now shows up as "DORMANT 2015 MSOE interractive lecturer" first under dormant projects

Project no longer shows up in the projects list.
