Make Neato detect thick rugs.

When Neato goes through thick rug. the brush gets stuck to rug. Make neato able to detect the rug by monitoring the speed of the robot and the speed of the brush spinning. Ideally Neat would disable the brush when going through the rug and enable the brush when its over the rug. So it would only use vacuum over the thick rug.

NeatoControl - this is only diagnostic program. It does not change the standard robot operation algorithms. I can not change the device's software (this is impossible) - refer to the device manufacturer.
