Dialogs below window in always-on-top mode on Windows

What steps will reproduce the problem?
1. Settings/Behaviour/Always on top - Checked
2. Ctrl-F (insert function)
What is the expected output? What do you see instead?
The insert function is not topmost, i.e., it hides behind the main
application
What version of the product are you using? On what operating system?
0.10.1, Windows XP
Please provide any additional information below.
This seems to happen with all dialogues in the program.
