Ignore NOTE OFF sent by REAPER when pressing play

For instruments this makes sense in order to reset them. But for ReaLearn NOTE messages have another meaning if used, they control a parameter, they don't trigger/untrigger sounds. So they should be ignored.

Receiving a NOTE OFF when disarming the track can be prevented by putting ReaLearn on the input FX chain (which is the preferred way of using ReaLearn anyway).
