Remove the dependency for .net reactor obfuscation and licensing requirements using the dbf file.

We will rely only on obfuscation for now - for code protection.

    Also need a feature to combine all the dependent dlls in a single obfuscated self contained executable.

    This has been implemented manually. for 2.1.6a. Closing this for now. Opening a new issue to automate the Repack and ConfuserEX steps.
