[stability] Sometimes deleting app will revert the app status back to "creating"

Doesn't happen everytime. The reproducible sequence seems to be:

• create an app -> create a service -> remove a service -> remove an app

After manually removal with app.mark_destroy!, it seems the app name couldn't be used anymore. One example is papp01-jimmychu0807gmai

May or may not be fixed by pull request #194. Let’s wait and see if there are any creating apps and investigate again.

Confirm reproducible on production, but not on staging. Most likely handled by pull request #194 and pull request #196. Please file a new bug if it occurs again.
