Sam's respawning around controlled airfield/Farp

Despite being completely destroyed these sam sites keep respawning around Sochi and Farp Alpha on Phase 2. Makes using of the Farp and Airbase difficult when on every restart time has to be taken to clear out the same SAM groups from last session.

Sochi spawn (C2) was fixed in commit #b7a9d2a, along with EWR and SAM site spawns.

Some spawns that have static objects are still not removed from state when destroyed, we're looking into it.

Currently known problematic spawns are static object spawns next to FARPs Alpha and Bravo.
