As ammo dumps and c2s are destroyed he will start to prefer off theater spawns as his chances of spawning in theater advanced caps falls off. However as the comms arrays are destroyed he is no longer able to request off theater assets so he becomes stuck launching crappy caps from the airbases

    It was a proposal.. The idea was that the commander would start preferring the air spawns (which in the story of GAW come from another commander/airbase) because his local resources are being destroyed.
