Some airports start as neutral after state reset

Right after today's (Dec 31) state reset, the Sochi, Gudauda and MinVody airports started as neutral, without any red defenses.

Probably related, the new FARP east of MinVody started as blue.

They are red now, what happened? Did the red commander capture them with helos or the units spawned eventually?

It's takes about 90 seconds for the state to get loaded and situated, usually when we restart the whole server the firewall keeps people out until we're ready for the state, but on the automatic restart we don't do that. Usually not a big deal because by the time you're loaded and in the pit the state is loaded, but I might open up an enhancement to put out a message to players if the state is still loading.
