P1 - Many airfields undefended on state reset

During the first session after the state reset, many airfields start neutral and never get any defenses. In today's reset, this happened to Krymsk, Novo, Gelendzhik and Krasnodar-Center.

Because of that, these airfields get captured very quickly, which speeds up completion of P1.

This is intended behavior. The AI commander will also attempt to capture neutral airfields, the beginning of the state is supposed to be a land grab for both sides, but we've just gotten really good at capturing territory quickly :D

I've got an idea on how we can make it a little more competitive, and I'll open up an enhancement ticket for that.
