Lag Mitigation - Mark CLTD-dropped groups uncontrollable

It seems the recent lag and rubberbanding is caused by AI pathfinding, especially when multiple CLTD-created units are given movement orders.

As a workaround, the "uncontrollable" flag could be enabled for CLTD-created groups, so the only way to move the units would be by manually moving them.
