Former user created an issue 2019-03-17

At the start of GAW Part 2, Maykop airbase is blue as are the 2 farps

Maykop farp north Maykop farp south

but all of the helicopter slots at those farps are disabled.

Found the issue. I'll try and deploy a fix sometime tomorrow.
