no drop tanks for F/A-18

Issue #22 resolved
The Woz created an issue

No fuel tanks available for Hornys at Anapa. Not sure if we used them all up (jettison, etc.) or a warehouse issue.

    Fixed by enabling unlimited munitions for now. Generally speaking toggling that on and off again fixes it, but this time it didn't.
