AV-8B Harrier slots can't spawn on Tarawa

All slots for the AV-8B spawning on the USS Tarawa do not work. After clicking "Fly" in the briefing, the advisory "YOUR FLIGHT IS DELAYED TO START, PLEASE WAIT" pops up on screen. This occurs regardless of whether the flight deck is clear or not.

This problem occurs both on Georgia at War and Persian Gulf at War.
