Shilkas & Manpads never target a UH-1

I've been flying Hueys exclusively for a few days, Shilkas and Ural-ZU-23 never seem to target my Huey. This happens at all times and is replicable quite easily.

Tunguskas however are 4 barrels of pure hatred and do give me a bad day.

I'm not sure there's much we can do about this except perhaps upping their skill but there's a chance that they either didn't detect you (unlikely, but maybe with server lag or something I could see it), or more likely they were out of ammunition.
