Add Mig-23 Enemy CAP

Currently there are 2 potential CAP variants based on some random inputs, either a Mig-21 / F-5 or Mig-29 / 31 group.

It would be nice to see Mig-23s added as a potential medium group to increase target diversity and enemy difficulty.

We used to have them but took them out. We'll consider this at some point.

I think that this can be closed out at this point. We've got a better CAP balance on GAW now, and the MiG-23's need a new, updated 3D model.
