Logistics truck do not respawn after destruction

AI will attack and destroy logistics trucks, in this event at both novo and krymsk, leaving a large gap in logi coverage with no respawning of the trucks until restart.

They'll respawn after the server cycles. I may revisit this later but I think it's perfectly valid for the red commander to attack logistics points to reduce coverage.
