Krymsk security force deployment fails due to error

When transport plane lands, we see a message "error spawning airport security".

Works for krasnodar-center.

I've seen this several times, and for the last few days it seems to persistently fail.

I think this is caused by units in the security forces sometimes having their placement on an airfield. I'm increasing the range that they can spawn in in the hopes that they can spread out a bit more and not be rejected their spawn.
