use (optionally) setup.py develop instead of sdist+install

For some larger projects, running python setup.py sdist and then installing that tarball/zipfile into the venv is quite slow. (grab http://github.com/openstack/nova if you want to see what I'm talking about) Alternately, running python setup.py develop into the virtualenv is quite fast and also allows for further flexibility when doing development.

Of course, not all projects are using setuptools, so tox would either need to figure that out and revert to sdist/install - or perhaps it could be a top-level tox.ini option - like "use_develop" that projects could use should they know what they're doing.

    i think it should be a command line option like "--dev" or so, which would try to run setup.py develop. Putting that into tox.ini makes it too easy to forget removing it - and this could mean that your package does not install anymore although a "tox" run succeeds. Want to try submit a patch?
