console script is not created when using Python 3 within testenv

I have a Python2/3 package and console_script directive at my setup.py. For some reason, tox works great for Python 2 but for Python 3 it doesn't install it.

    I've just tried upstream version and it works like a charm - this issue must have been fixed since last release.
